rendering the contracts aimed as "illugul" instead of

merely "null and void to all intents and purposes what-

soever.

These are the only improvements in the terms of

the Ordinance which I can suggest.

I agree with paragraphs 1 and 2 above.

Re 3 naturally the brokers wish the old system

but purely from a selfish point of view,

I do not agree with the recommendation in 4 as

regards extending the Ordinance to making forward trans-

actions illegal: it le quite sufficient in my opinion

to have made them non-legal as they are now.

I have no doubt that the Ordinance has worked

beneficially during the twenty odd years of its

existence.

There have been no 'comers' such as were notor-

lous before and there has been no recurrence of the
